First of all, it was started that he could only USE no more than 2 quirks at a time, so in theory he can has all many he wants (for 5 minutes). So I think that if he copies Deku he will have:
1) the quirk that allows him to gather strenght
2) the quirk that let him pass down his quirks

4) all the quirks that he has copied in the last 5 minutes

AFO probably can't fight for very long. All quirks have drawbacks, so even if he has a zillion quirks they all probably put a strain on his body in some way. So he probably can't do this at 100% for long.
