Hyourinamaru has always been the strongest ice zanpakuto. It has way less drawbacks compared to Rukia's shit, easier to use, can manipulate all of the weather, and its captain level compared to her vice captain level shit. Her shit is one attack with immense drawbacks right away, and if the enemy doesn't die immediately then you die instantly.
Hyourinamaru was always the strongest ice; if he needs to pull out another mode for it to restate this fact for people who think it was supremely overtaken and that quote doesn't mean shit anymore, then he'll doe it.

In any case, "strong" can be taken in many ways. Even when/if Rukia's bankai has more power, it can't be considered strong on the same level if she's so fragile. Toshiro is much more balanced in that regard, and would survive in situations Rukia wouldn't. For example, if the enemy had some sort of dead man's hand, Toshiro could tank it but Rukia couldn't. Then again, Toshiro might fail to kill someone Rukia could in that one shot of hers.
Their abilities are so different anyway that they can't be considered the same type of ice if you ask me. Toshiro builds traps, weapons, wings, shields, and whatever he wants from ice. He manipulates it, when Rukia just freezes everything in her sphere of influence (whether it's tsukishirou, hakuren or bankai). Toshiro kills with ice, Rukia with cold.

If Hyorinmaru was used to its full extent, even Sode no Shirayuki probably wouldn't do anything cause freezing Hitsugaya and the area around him into ice just produces more ice to control and Hitsugaya could probably pull off some shit where he can still control his own frozen body and continually reform himself, or as mentioned above, he might be immune to the cold or getting frozen, almost like how Yamamoto was immune to the heat of his bankai at least practically though he mentioned his bankai might burn himself and Soul Society to death given enough time.
