Oda's style's gotten progressively cartoonier and more exaggerated. The attractive women got more extreme leg proportions and hourglass figures as a result of it.

I can'y speak for Kishimoto, but I disagree on Togashi. His women aren't great, (and the cute ones die a lot,) but they don't often feel like they're just there to remind readers that vaginas exist in the universe.
One Piece is my favorite manga, but Oda has a hard time writing women. Not all of his women are bad, that is not what I am saying, but he sure does put in a ton of useless ones with almost no personality. I could forgive this, but even the cool ones or ones with powers or both often get shafted from potential fights.
Nami does get some pretty good fights, but Robin hasn't had a real solo fight since Skypeia and her battle with Yama, (and that's only if you count that as a real solo fight.)
Right after putting in a crying princess in Fishman Island he puts TWO more of them in Dressrosa. At the very least he lack originality.
Vivi was shown to have combat potential but hadn't gotten any fights by the end of Alabasta. You could argue that it's because she's a side character, but then that doesn't explain Kyros, that guy who Baby 5 fell for, (Baby 5 is great example of cool power getting wasted,) Wyper if I remember correctly... There were a few.

Rebecca fails at literally everything she tries, and that's what pisses me off the most about her, or rather Oda's decision to write her that way.
She's bullied at the Colosseum? Luffy takes care of the bully instead.
She's fighting in Block D? Had Hakuba not cut down everyone and fallen asleep immediately, she would've lost.
She's fighting in the final round? She can't land a hit on Diamante, and she has to be protected by Barto and Sabo.
She wanted to eat Mera Mera? Sabo eats it instead.
She wanted to be strong and not be protected by Kyros anymore? Cue her second confrontation with Diamante, she's helpless and cries for help.
She disobeys Kyros' word and goes into the city to kill Doflamingo? She gets Parasited and has to be saved by Luffy and Law.
She doesn't want to stay in the castle as the princess? She doesn't even have it in her to leave on her own, Luffy has to break her out.
What a fucking failure. Worst female character made by Oda, or maybe even in the whole world.
