I think you're mistaken. I'm surprised that there's as much dark skinned representation as there is, considering about 1%of the Japanese population is black. Have to remember the huge cultural age gap in Japan though. Anime mainly portrays to the younger generation which aren't particularly xenophobic or racist at all. Never said it did. But if were taking nationality into account in anime how many characters even look Japanese? Anime is an art style which shows a multitude of different character types, regardless if they live in Japan or not. And if we want to get super technical here, although this is 4chan, there are a lot of different types of black people out there. A black can act just like anybody else, it depends on how they were brought up. Dark skin is really the only defining characteristic blacks and brown skinned people have in common. Unless a mangaka or producer wanted to get super technical they could add racial stereotypes to each character, but its fucking anime, none of it is supposed to be an accurate representation of society.

Well think about it, Anime is a huge industry in Japan right, that's shipped all over the world. What countries import anime the most do you think, America, Britain, Germany, maybe Mexico? How many African countries import anime? If your audience is mainly Asian and white, it makes sense to have more white and Asian characters. Same with media in any country you're going to have more characters. that look like your audience than those that don't.
