Because Jojo, by nature, is tongue in cheek. Even at its darkest, hypest, most serious moments, it never forgets how silly it is. It indulges in it's bizarreness so you can let a lot slide because its part of the ride.
Naruto however, bills itself as being half a totally serious drama. When you know you are meant to take it seriously, its annoying when the writing prevents you from doing that.

They were pretty much equal when Dio drank Joseph's blood. Dio's advantage at first was that he knew how to use the time stop

It wasn't an even match. they were both very worn out, but importantly, DIO's leg was already injured. He then purposefully makes it weaker, tearing the wound open to blind Jojo.
DIOs ego got the better of him for the last time. There were a lot of ways he could've attacked Jotaro, but he led with his severely injured leg, his weak point. Jotaro exploited it and shattered half of DIOs body.
Remember, what happens to your stand, happens to you.
Furthermore, technically, Jotaro doesn't win until they let the sun burn away his body. He just incapacities his body enough that he has enough time to dot that.

But I recommend waiting for the new translations to come out, they release a new chapter twice a month. You can read the new translations until you're caught up then move onto part 6.
