Sakura learned her origin, started learning how to use magic, was sent to Zouken who experimented on her with his worms, then she stopped doing any Magi related shit, she gave up.
Shirou was given a wrong and life threatening exercice by Kiritsugu before he died, and even if it failed 9 times out of ten, even if he felt like someone was opening his spine with a butcher knife every time he did it, he kept repeating the same exercice every day.
I'm saying Sakura gave up and choose to lament over her poor life instead of trying everything to get out of her situation. Shirou had a peaceful life but forced himself to go through the same ordeal everyday, not because he needed the power, but because he wanted to become the "seigi no mikata" he dreamt about.
The training Shirou received from Rin and Saber should have been useless, if it wasn't for his 10 years of retarded circuits forging.
