uwot? That's the one thing they're relatively good at. They are never allowed to use calculators at school, so they learn all sorts of tricks to make it easier. That, combined with a lot of memorization (the basis for Oriental education for hundreds or thousands of years, and it hasn't changed yet) makes them appear to do better at math in high school and undergrad: they get really good at memorising and applying strict formulas and calculations.
The advantage completely goes away once you get into higher, more abstract stuff, of course.

To make up for 'things that are out of your control' you just show up earlier; it's entirely normal for people to show up 1-2 hours earlier than an exam--even ones at 8 AM--so that circumstance can't fuck them over. You really can just write down your notes--or in particular, formulas--and you can also make several copies. Walking in disrupts the other students, and can also be time for someone to hand off information to another student.
Not to say that elaborate schemes are going to happen that often, but I remember one student with a hearing aid had swapped his aid out for a regular headphone and listened to his notes during an exam. People will cheat, and by adhering to a stricter schedule you make things harder for them.

The teacher job is to make sure that no one cheats, and flunking someone for a reason unrelated to the subject at hand just to reduce slightly the chances of cheating is not okay.
