Cartoons made primarily in Japan by Japanese animation studios (and whatever other studios they outsource work to).
Anime trying to mimic western animation (Panty & Stocking, Space Dandy, most of what Trigger does) still count as anime but western cartoons trying to imitate anime (Teen Titans, Avatar, Ben 10) are not anime.
Sometimes you end up with tricky shows like Bakugan, originally Japanese but due to its failure in Japan contrasted by its success in America and Canada, the show changed gears, with the next seasons airing in the west before Japan and the final season not airing in Japan at all. The season is definitely anime but the next few are debatable.

Technical term: animation shows and movies of any kind, as it is an abbrevation of animation I think the technical term anime can apply to all kinds of animation, japanese or not.

Cultural term (the one I use): animation produced in Japan.

Since anime is simply short for animation in Japanese, if we import the word from Japanese with no alterations, that's all it means. However, the reason it's used in the west is obviously to distinguish between western and east-Asian animation, so I think it really should mean Japanese animation only. A western animation that mimics east-Asian style is nothing more than that.
