Plot convenience, if he did end up finding new people to kill Satoru's efforts would of been meaningless. He was given some stupid attachment to one of his victims that just happened to survive but was pretty much declared dead. It makes no sense for Yashiro to stop killing people, he succeeded and Satoru was declared to be dead by doctors in the manga.
