Unless you have the reading speed of a 5-year old, I don't think it should take you so long to glance over subtitles that it hinders your full viewing experience.

I don't even look at the subtitles anymore. I familiar with enough terms that the translation being in my peripheral vision is plenty to understand enough. You don't watch anime for clever dialogue, and even if you did, neither subs nor dubs do the original justice. English is my 3rd language.

I prefer some shows in dub and some shows in sub. Baccano is a prime example of a good dub which excels over the sub.

I read really slow because I had a hard time in school. I genuinely have to pause the show every time a new line comes up. It takes me about an hour to get through a typical 20 minute episode, depending on how much is being said.
I thought maybe after a while I could get faster at reading but if anything it's made me more self conscious and thus not really improved my performance. I can't watch or talk about anime with my friends because they'll find out. Well, he'll find out, I only really have 1 friend IRL.
I've tried switching to manga only but I dislike reading as it is because of my issues. At least with anime I can break it up by pushing play and pause. Plus I feel better about watching anime because it's easier to hide discs or clear my history than put up a few hundred books when my parents come over.

Well, english is really fucking easy. Already got a C2 level without much effort. Unless you are mentally handicapped, by the time you are 20 you should read and speak in english at a C1 level, minimum, even in spic countries (dirty wetback here).

Recently I got my FCE certificate and I scored 184/190, I'll take a CAE exam this year and I'm expecting a solid B.
I got 190/190 on listening, writing and use of English but my speaking and reading fucked up.
That being said, I still think being a native speaker of a language is completely different from being "fluent" on it.
I think that being a native speaker is more than just speaking a language naturally, more than even thinking naturally in that language.
