Most examples I've seen use either 3D or partially 3D backgrounds, but I guess being TV anime they're constrained by budget.

I know this sounds stupid, but do you actually have any proof that better/more experienced animators get paid more? I mean apparently animators in Japan are already overworked, I think it comes down to the managers or producers creating an environment that maximizes the ability of each worker. For example maybe the reason KyoAni has such a high standard of animation isn't because the workers are paid more, but because the project is handled really well and is started early.

Not them, but yeah, that seems like a dumb question. Especially if you're a freelancer, you're obviously going be higher paid if you're more talented.

Also, part of KyoAni's thing is that they pay hourly instead of by frame, which changes the dynamic a lot.

The best animators are usually freelance and work with the highest bidder, like Takeshi Honda for example. They obviously charge more than a bowl of ramen and rice. KyoAni is diferent since they have their own key animators in-house and while they might not be the best they're still pretty good and don't need to overpay celebrities.

Dunno, maybe. Not anytime soon. If you count rotoscoping, I think Waking Life had at least one or two takes that went on for several minutes, but visually there was a lot less going on in those scenes than in the clip you posted.

That's my view too really.

Ground plane animation is incredible difficult for how little it actually adds the scene. It's very masturbatory, they do something hard in order to make the audience go "that must have been hard."

I'm not saying it's always that way but very often it is.

They're stylistic choices for the most part, but done right they also serve as a way to make the scene more fluid and natural and have the viewer get a feel of the character's sense of the action. Saying that they serve no reason or that nothing would've been lost by going for a different camera technique is silly.
