Just power through, the anime will get better and you'll likely miss the rough style by the time you get to Ashita no Joe 2. It really is worth it.
I remember having a bit of difficulty with that and Captain Harlock at first, but now I consider them two of my favorite anime ever made.You could also try watching it drunk, so you don't care as much. It's best as a late night, comfy show than anything really.

Monster had some of the best characters I've ever seen in a manga. The Magnificent Steiner, Johan, Lunge, Eva, the Italian hitman Rosso. An interesting setting and premise. Actually good twists, especially the ending. About the only complaint I had was the pacing near the middle of the story. Other than that it's one of the best manga I've read.
Monster isn't for simpleminded casualfags that just want action and zero substance. If that's what your looking for might want to hit Tokyo Ghoul or Fate shit.
