Kuririn became the strongest of the Earthlings at some point (probably from his dormant power boost on Namek), and according to Toriyama, the manga, the guidebooks, and everything else that's commented on it, he *stayed* the strongest Earthling. Even stuff as recent as character bios for Battle of Gods have said so.
Earthlings don't stay in their primes for as long as Saiyans do or get as much out of training as Saiyans do either. So apparently Tenshinhan's solitary mountain training just never quite let him catch up, and by the time DBZ ended they're all in their 50s or whatever and not getting much stronger anymore.

The highest official power level for any of the Earthlings is 75,000 for Kuririn at the start of the fight with Freeza. Supposedly his power was still gradually climbing from the Grand Elder's power unlock though, so he may have got up to around 100,000 before he died.
Since Tenshinhan never surpassed him, and the Freeza arc is the last time any of them would have made huge gains (Kuririn from the unlock, the others from training at Kaio's), then they probably never got much stronger than that. Unless they managed to nail him with a Kienzan or Kikoho, 1st-form Freeza could still kick any of their asses one-on-one.
