If it's people transforming into Titans right where they stand then yeah, most of humanity would be pretty much doomed. Tons of humans would die within the first few minutes before anyone knows what's happening. Panic and lack of proper evacuation routes and shelters for such situations would ensure more deaths along the way. Then maybe a couple nukes aimed at Titans and taking countless more lives. And then of course whatever conflicts could arise from the whole thing, possible food shortage, other shit like infrastructure damage caused by statistically one in ten people in every place on earth transforming into a giant monster.

You realize that lots of apartment buildings would be destroyed in an instant? A six-floor building with 200 or so residents would produce 20 titans. Major cities would be fucked. The population would plunder. Towns and suburbs wouldn't be much better but they could recover and become bases probably.

If the 10% were concentrated in one place, I'm sure the rest of humanity could take them out no problem. But if it were a truly random selection like OP said, I think that we would be screwed. Every place with 10 or more people in an area would probably have at least 1 titan suddenly explode out of a person. This would cause many buildings with enough people to collapse instantly, and the titans would eat any survivors nearby before anyone would be able to react in them; I can easily imagine a titan killing 9 other people before anyone figures out how to actually kill them. The random distribution of titan transformations would hit military bases and government buildings as well which would effectively stop any type of large organized suppression right off the bat. The few survivors of just the first 24 hours will now live in a world where society and civilization was completely destroyed with hundreds of millions of titans roaming freely.

ultimately i think yes, assuming that there are no titan shifters to deal with. worst comes to worst, we evacuate to ships or islands, and work on clearing smaller islands before working on bigger ones.
if there are smart / special titans it might be possible for them to win, but if they're dumb planes would be our victory - titans can't do shit to them and they can put a line of lead through the sweet spot
