Why are so many anime directors so creatively bankrupt that they think that the main characer(s) running makes for a good opening, regardless of the anime's tone or context?

Look at it like this: the openings are usually the part of the anime that get the most attention and detail because they're supposed to suck you in. If whoever is behind the production of the anime can't even bother to make the opening look right, it's not a good sign. QUALITY and shoddy animation in an opening often means even more QUALITY and shoddy animation in the actual show.

It's a lot about the song choice. If you replace the song used with generic anime j-pop/rock you'd notice how stale the visuals actually are in the opening. Though I don't think it matters that much, as fitting song is one of the criteria of a good opening in my opinion.

Watching it without music right now. It actually doesn't feel stale because the way the character stills are presented looks like a graphic designer's wet dream. Then the animation that is presented is actually pretty cool. But yes, if the music was mediocre then it would tell another story.
On the other hand, there's nothing that could save Ace Attorney's OP with those terribly bland visuals and animation.

Building on what this anon said, consider just how much screentime is spent on the OP and ED.
They're typically 1:30 each, which means 3:00 out of a 23 to 24 minute show, or around 1/8 of the entire episode.
For a single cour (let's say 13 episodes), that means (1/8)×13=1.625; i.e., if you cut out every time the OP and ED are shown and stitch them together, you'd have 1.625 episodes of anime.
That's a lot of screentime, and it means that the OP and ED as important as an entire episode.
