It only got as far as it did because of the city wide power outage. I say that to point out that it was exponentially weaker than most of the other angels, and had its arrival happened under normal circumstances the conflict would have been over in seconds more than likely.
And it's not like the UN's weapons were completely useless. The N2 mines managed to damge Sachiel and Israfel enough to incapacitate them for hours and days respectively.

The oxygen destroyer kind of lost it's killing power after Destroyah, the literal living incarnation of the oxygen destroyer weapon.
The volcano never killed big G he just fell asleep under Fuji and popped back up in the next movie.
