As far as we know his Shikai is just a big strong sword. It was never elaborated on or shown in any particular capacity. Instead he was just thrust right to Bankai because the plot needed him to use Bankai.
What really makes this a problem is the fact that in the grand scheme of things he's fighting a fucking nobody. All of these amazing powers are being totally wasted on side characters who won't make a bit of difference in the long run. This is a problem that Bleach has had since it started, there are just tons of side characters who exist only to fight the other side characters in order to pad out the length of the story. I just wish by now this would have remedied itself a bit.

And just about everyone has some form of def-up ability. The Arrancar had Hierro, but that didn't make them invincible. Considering Byakuya was able to take down multiple Sternritters with merely his Shikai, there's nothing that states that Tousen wouldn't be able to take them down with some effort. The only ones he'd really need to look out for are the ones with omnidirectional attacks.
