What's so good about her?
She isn't that good but /a/ loves her because they can relate to being a shitty person attracted to cute girls.
A generic bitch you see every seasonal anime but the lesbian pictures make her more popular.

She starts off as a generic girl starting highschool with the expectations we usually see in anime teenagers (new friends, new experiences, a new beginning basically). However, she is forced to confront a part of her past she feels embarrassed about, that is the awkward line exchange with Reina after the last middle school musical competition. She hasn't changed since then: she's still a regular girl with no great ambition, as opposed to Reina who actually gave her all during the competition and was heartbroken when her band lost.
At first Kumiko's interactions with Reina are awkward, but she slowly starts to actually understand why her words hurt her so much, and begins to admire her values and ambitions, until she finds out what she wans to do: she wants to improve, not only as a Euphonium player, but also as a person; just like Reina, she wants to be special, not an ordinary girl.
This is why she's such a great character.

Addition: I know this kind of plot (now I know what my life's about, I want to be better etc) is extremely common in the medium, but it's rarely as well executed as it was in Euphonium, and KyoAni did a magnificent job by adding a lot of details like the change in how she dresses and keeps her hair
