He rarely ever forgets about his characters, off the top of my head the only time he did that was with Tanaka's osananajimi, they even cut off that scene from the anime. As far as I know, every other character had a purpose so far so I think it's not likely to happen.
Will the art ever get back to how it was before Namek match? These huge shoulders, overly-long arms, and plastic-looking clothes has really killed my enthusiasm for this manga.
