The overall flow and storyline for TTGL is better than KLK. Both series had a bit of a dip after the first climax, but I feel it was handled better in TTGL. KLK's dip was spastic and made Ryuko more of a plot device than a character. The build up to the finale in TTGL had arguably more character development and introspection, whereas with KLK it was again, rather spastic. There were opportunities to develop the Elite 4 and Imaishi wasted them. A lot of characters ended up being kind of flat, even though there was potential for development.
However you can tell Imaishi learned a thing or two for visual direction through TTGL, and you can see it in Redline and KLK. I feel like without Dead Leaves and TTGL, Redline would've not been nearly as visually impressive.

It was actually made to cater to family audiences, and the porn stems solely from the fact that it was really popular. There are stats out there that prove K-On! had one of the widest demographics out there, and plenty of interviews with the staff where they describe their intent.
I don't know if he is the best but Kenji Nakamura is pretty great. A master in using colours to help tell the story.
