I'd say overabundance of Kamachi's randomness and new content.
Best NT volumes are those heavily focused on the main plot. NT11 and NT12 had plot shoved into epilogues and that sucked balls. Those could work as side stories, not main volumes. Just start thickening the plot already, goddammit.
Another problem - too much new shit. Kamachi introduces a dozen of new characters and forgets about a dozen of old ones. And in result no one gets any development or more than episodic relevance in the plot. Index is not even a joke, she's just a dank meme now. Fiamma is completely irrelevant. Gunha nowhere to be seen. Itsuwa as good as dead. Accel gradually less and less significant. Kanzaki doesn't even job to enemies anymore. If you asked someone what 10032 stands for, they would say it's a number of Raildex characters. And the only reason anyone remembers Stiyl are HELP ME KANZAKI posts.

Introducing endless new characters only to quickly discard them is the real problem. The old characters not showing is fine especially since most of them have no business in a magic god arc, IB arc, or WR arc since none of them know about those things and have 0 relation to them. Accel can show up in science shit but the last few arcs have been magic with science characters bumbling around oblivious to the situation. Most of the magic side aren't even japan let alone AC so it makes sense that they aren't around. Accel really shouldn't show up in a magic arc expecially since he is so OP that only high tier magicians and people with tricky magic can fight him. His next big moment of relevance should be when the Crowley arc starts since he is suppose to be a huge piece of the plan and even talked with Aiwass.
