Japanese comedy sucks. I have yet to find a show that can top the first 6 seasons of Always Sunny in Philadelphia. even Seinfeld and Fresh Prince are funnier than most

I just mentally give anime a lower set of standards for comedy. It can still make me laugh a lot, but then I watch something like Always Sunny or Arrested Development and it hits me that nips could never, not in a million years, come up with something as funny and clever.
I feel like a lot of comedy anime fail on stuff like delivery and timing, plus a lot of comedy is based in culture or language puns so it falls flat for foreign audiences

I can tell you at least why Westerners don't like comedy anime. It's because the connotations behind timing and inflection vary from culture to culture. If you're reading something, you set the pace of the scene and voice the characters yourself in your head, so something that's intended to be funny...probably will come out funny, in your head. This is especially true if you read something translated into your language. The translators know something is meant to be funny, so they intentionally phrase things in a comedic tone.
But that's for manga. In anime, the timing and inflection is part of the package, and if you're not Japanese, it might not come off as very funny to you. You might get the gist that they're trying to be funny, but that doesn't mean you'll feel it. Subtitles help somewhat, but not much.
