I apologize for assuming you didn't understand this. I've faced arguments that if Aokiji and Monet were to come to blows, this heirarchy means he'd win every single time no matter what, and I assumed it was that again.
But the hierarchy is not changed. Monet's power merely involves cold from weather, snow sleet hail, while Aokiji's affects ice of ALL shades, sea ice, dry ice, frost and cold.

Because it didn't matter to the argument and I've explained this earlier. I assume you don't want to know the 'how did she throw it' (which I've explained multiple times, Monet is in the right position, she knows the formula, etc.) but as to WHY she would have thrown the note, so I'll address that first.
Monet's actions are entirely crafted as someone who wants to be stopped. Either Oda decided to write the tertiary antagonist of Punk Hazard as a character that was apathetic about her job, incompetent in every action she did, and generally be the worst villain in One Piece (which I'm sure would delight deadfags immensely) or her actions betray a deeper meaning. Even when her connection to Dofla is revealed and her persona of lackadaisy flirt is dropped, she still doesn't report suspicious activity to her superiors. Instead of following up on mysterious events, decides to wait until Luffy is almost about to take Caesar out and then toys with him with igloos and minor attacks despite knowing his Haki powers means he's better left to Vergo, or the gas. Her methods of attack are easily coreographed bites, blocking people with walls, and taunting. It's not as if she didn't know who Chopper was, she could name the Strawhats by bounty, the doctor heading to the children should have been a clue but it apparently wasn't.

Hasn't happened yet =/= Can't happen. We're in the New World, as besides Caesar, she is the only new Logia we've met on this side. Until Haki was made relevant, it was absolutely known you couldn't damage Logia normally. And for now, it is absolutely known that Logia cannot heal with their powers damage done to their bodies out of Logia. Have Kuzan, Akainu or Kizaru shown damage not Haki infused working on them? The New World and higher ranked Logia are of a different class than those before them, to say that it isn't possible that Logia can have powers yet unexplored story wise is to deny how new elements affect this story all the time. If a theory cannot speculate that our assumptions are wrong because of absence of evidence (which is NOT evidence of abscence) then our theories will always be wrong. I assert that this ability of intangibility to heal wounds is part of what will be Logia awakening.
And again, the situation shows that Monet's heart moved, free of blood. There is no other sensible explanation than Monet's powers extending to this. And if you want to argue Caesar should have known this could happen, why would he? He clearly hasn't awoken, and he doesn't think it's Monet's heart. It's Smoker's. What's his other option, just glare at it? He took a chance, stabbed the heart and hoped for the worst.

We have seen multiple logias, some of them faced each other for days (Akainu vs Aokiji) and healing abilities are not reported. A battle of 10 days between Akainu and Aokiji, two of the strongest characters in the manga yield no "healing" results then your "awakening" hypothesis is on a worse ground than before, before being your compelling "I don't know therefore it can happen".
I can give you something about that icicle: Oda forgot about it. It happened with Zoro's scar, the side where he keeps the swords (Alabasta), Ace's freckles, Whitebeard's scar and the fact that Mr. 3 can't float.

Like, he still is with the Strawhats, but he falls in love with Purin, and asks her to join Luffy's crew and she accepts
Sanji would have a character that's more than just fawning over girls, the addition of a couple onto the crew would shake up the dynamic a lot, and we'd get another nakama
I mean, it's not like Oda rejected the concept before. Didn't he try to make One Piece more like Pretty Cure to attract his daughter? The same could be done for his wife. And before you say romance ruins One Piece, keep in mind we have Sai and Baby 5 and they're fine.

Probably because the Strawhats until now have always been defined by their position.
Luffy is the captain. Zoro is the swordsman. Brook is the musician. Usopp is the sniper. Nami is the navigator.
I can see the dedicated positions being less important for characters like Jinbe and whoever comes after him but I doubt Oda's just going to dump a grunt or or cabin boy on the Strawhats. The whole philosophy behind the crew is that they're all just as important as each other on the ship.

There's always characters like this nearly every arc that people think will join, get used to it if you aren't.
There were some really poor choices people believed though. The kinds of mental gymnastics people played to reason why Rebecca would join for example.
