TBQH, I don't think the new anime will surpass the original manga. We'll never get another Part 2 anime where it just knocks it out of the park so hard that it's honestly better than the original. The new directions at David just aren't as good. THAT SAID, Part 4 looks really nice, the minimalist approach they're using looks pretty good, capture Josuke's QTness and lets them save budget for the important scenes.
That said, Part 5 and 6 weren't that good to begin with and will probably be more fun to watch than they were to read. I look forward to those adaptations in like 2020.

I don't know if Part 2 surpasses the source material.
I think it does in some aspects but fails in others. I found Whamu's death to be a lot less powerful in the anime, for example.
What both Part 1 and 2 anime succeeded greatly was the overall stylistic modernization, so it doesn't feel as dated, and nailing the rythm.

The retranslated Part 5 is actually pretty good so far, and I always liked Stone Ocean. I'm still expecting the anime to improve on them though.
My only issue with Part 5 currently is that Giorno is basically DIO Jr for the first third since he has no character development until White Album. Given the setting it's hard to see his growth though, Jonathan, Joseph, Josuke and even Jotaro were able to somewhat express their growth to the people around them so it made it obvious. Giorno can't do that because it'd be a sign of weakness since no one trusts him at first. It ties back into his character development later as he realises that he can't be the larger than life hero he needs to be.
I see why Part 5 is so divisive in the English fanbase and I hope the anime can help in understanding Giorno's character more.

KC is the only thing that can alter its path/trajectory during the time being erased. Epitaph lets him predict what happens so he doesnt move himself into a bad spot

Well that's based on the old translation which got stuff wrong. What ACTUALLY happens;
Epitaph sees what's fated to happen 10 seconds in the future. If Diavolo sees something bad like he kicks someone in the dick then gets kicked in the dick in return, he will activate KC. Since Epitaph predicted what would happen and he activated KC, during the erased time everyone BUT Diavolo will be forced into carrying out that fate. So the guy will reel from getting punched in the dick despite the fact that Diavolo actually got up and walked behind him, and will then lash out at where Epitaph predicted Diavolo to be standing. When the erased time comes to an end, Diavolo will have gotten up and walked around behind the guy, but he still would have acted as if Diavolo was where Epitaph predicted him. Additionally, since that time was erased the guy will have no memory of the event. To him, it was just Diavolo walking up to him and then all of a sudden he's standing up with his arm outstretched and a sore dick, with Diavolo right behind him.
So in effect, it locks everyone BUT Diavolo into fate for 10 seconds. Since he saw his fate he's free to change it by moving wherever he wants, but he can't change the fate of others which is why they act out what Epitaph predicted and he can't hurt them. Once the erased time is over, Diavolo becomes bound by fate again but a different one from before the erase since he changed it's outcome for him.
