That's not true.
He was forced into doing EoE because of the massive backlash over the original ending.
Anno was content with the TV end, because it was literally him overcoming depression on television.
EOE starts with Shinji jacking off for a reason, it was a huge "fuck you" to everyone right from the get go.

I love the TV ending and EoE. Try looking at EoE as what's happening during the TV ending in the world outside Shinji's head. TV end is shinji dealing with all the shit internally while EoE is the external ramifications of it all.

When she went on dates or talking about her love for Kaji, Shinji clearly showed to never give a shit.
And in the case of Misato and Rei, Shinji never showed attraction to them in the show, at least not to the extent EoE implies.
It's like they needed to come up with more character drama to fill a full-length movie.
