Oh come on, Urobuchi's not an absolutely awful writer. Yeah, the twists are repetitive, and you can pretty much guess it from the beginning. But that's not the end all be all for good writing. Where Urobuchi shines isn't in writing the tragedies, but foreshadowing them, and especially in writing the Characters' reactions to them.
The only work of his that could actually be called anything less than a 7 unironically is Psycho-Pass, which is a pretty okay 6. Fate/Zero and Madoka are strong 8s, pushing 9, and Saya no Uta is the absolute best horror written in the last decade.

Waver is pretty easy in Urobuchi's top 3 best written and developed characters, with only Homura and maybe Fuminori being better than him. Waver is so fucking perfect, in nearly every way.
Honestly, Fate/Zero, while being great on it's own, is even more fantastic taking into account the limits that the VN put on it. He had to have both Tohsakas die, or at least become vegetables; he had to have Kotomine betray and kill Tohsaka, he had justify Gil's villianhood and have him corrupt Kotomine, he had to justify the fire starting, he had to have an already developed as a protagonist and justify the development in the next work.
Just in general, it's a real feat for him to create such a fantastic story when stuck writing a prequel.
