A Servant's power lies partially in their Noble Phantasms. Look at Saber's:

Hell, when she's not gimped out the ass, she can even fight toe-to-toe with Herakles. The problem is she's almost always gimped. Under Shirou, her stats are at their lowest and she can't even shoot out an Excaliblast without it almost killing her. Under anyone else, she's missing one of her Noble Phantasms. Yet despite her always, ALWAYS being nerfed, she still manages to do pretty well for herself.
