They got it from old westaboo anime which usually takes places in late 19th century/early 20th (that's why the victorian fashion), and old shoujo manga like Candy Candy and Rose of Versailles.
It's a surviving archetype from those times implemented in modern japanese settings after being mixed with japanese stuff like the use of watakshi/desuwa, the OHOHOH laugh for bitches, the yamato-nadeshiko personality for non-bitches and so on, so of course it's not realistic. But I guess people liked it enough for it to become typical anime character archetype and that's why it survived to modern days, unlike others that just disappeared, like sukeban.
Of course this only apply to the blonde drills western looking ojous. Hime-cut yamato-nadeshikos, yakuza princesses, lonely rich girls, etc. are another story. Hime types are all probably based on Kaguya.
