Li Shuwen just didn't even want to kill them after instantly defeating their servant, literally saved by plot, and again Rani is needed to accomplish anything. Yet more external assistance is needed to deal with Gawain and force the arena to become night.

Li Shuwen is effectively undetectable. Not just invisible, but silent, odorless, and can literally touch people without them feeling. His skill at arms is apparently enough to impress Scathach of all people. And every attack he makes is lethal, even his feints and blocked attacks can kill people instantly.
To fight Li Shuwen is to suddenly fall over and die, like your servant almost does in Fate/Extra. (Li Shuwen just leaves your servant bleeding out on the floor instead of killing you instantly because the plot demands it.)

Li Shuwen's concealment only diminishes, even great heroes (or heroes armed with supernatural threat detection) can only barely realize his general location.

His stats, he has some of the best stats in the class and unlike Hassans he's actually very good at close combat fighting considering he has a B+ and is a legendary martial artist that uses Ba Ji Quan, and you know how much Nasu likes Ba Ji Quan.
Sphere Boundary, which unless you have a Caster deploy a defense field of some sort or PLOT makes him completely undetectable normally and almost completely undetectable when fighting, do note that this isn't something like Presence Concealment, it's been stated times and again in Extra that Sphere Boundary is above PC and it's a super broken ability that no Servant should have.
Even if he doesn't manage/want to kill the master/servant he can almost completely shut him/her down with No Second Strike unless PLOT is on the opponent's side.
No Second Strike blocks completely the flow of Prana in the Servant's body, effectively detaching it from the Master's life support, in THE BEST CASE that means the Servant dies in a matter of minutes even if he/she has enough defense to survive No Second Strike, so unless you have some sort of hard counter or PLOT, No Second Strike is probably the most useful Not!Noble Phantasm for an Assassin class.
Basically, Li Shuwen is to Assassins what Achilles is to Riders or what Herc is to Bahsahkahs
