Have you even listened to the dub? Hell's Bells is hardly simple battle music. Its slow and ominous. Ultimate Gohan's theme has this "The Hero Has Finally Arrived" vibe with it and ends with the scene its played fittingly. The song that plays as vegeta is about to sacrifice himself in the buu arc is foreboding and slow. The only problem is the cues, soundtracks change too suddenly.
I actually laughed when you called that something that evokes fear and tension. I admit though voice acting and monologues were pretty bad back then.

/int/ gags aside, they'd probably have a bigger budget and much lower tolerance for padding and training arcs, but in turn you'd see a much more episodic series(while still organized around arcs), and in turn, more of a revolving door ensemble rather than the "let's throw everybody that isn't a saiyan against the enemy until the big guys are ready to join the fray with their new superpower" that every arc builds up to.
Of course, this also means that rather than everybody throwing their weight against one really strong guy, there'd be a bunch of generic enemies for the cast to fight against in the background(e.g. Saibamen) while the heavyweights in the cast actually fought the important villains.
Goku obviously becomes much more Superman-like in the dubs that we DID get, but it was the 90s and we were still high off Miracleman and literally killing Superman(and his animated incarnation was much more cynical and sarcastic), and many of the Superman-likes like Mr Majestic and Supreme weren't apprehensive about being much more forceful either, so I think Goku always trying to find strong opponents because he loves a good fight would manifest a little differently, if they were allowed to be more liberal in their adaptation(rather than dubbing over pre-existing animation).
They would also probably make the cast get real jobs or make more productive use of their powers outside of fighting.

That's not what Z was at all. Maybe DB but not Z. I don't think of Leone's storytelling style when I watch or read DBZ. DBZ is power levels and big bads to fight for an arc with the frieza arc being an exception. And even so, the music that plays in spaghetti westerns do evoke more tension, emotion and foreboding. Remember all the duels with the main villain in For A Few Dollars More? Music was dope and did everything right for the scene.
If it was made in 80's America it would just be an episodic series where every week Frieza would send a monster to Earth in an effort to kill Goku. Goku would kill the monster, but would never punch it.
If it was made in 2000s America it would be an amazing show but get canceled right before the Vegeta fight.
