That's not true at all though. Yuuei is an elite school of heroics, but it's only a training facility. It's a way to guarantee preparedness and success for an aspiring hero, but it's not the only way to be a hero.

And it's only a "competition" for those who wish to be full time heroes. You can certainly function as a hero while unpopular or unrewarded, but that only means you'll have to have an actual job and therefore have to compromise between heroics and providing for yourself and / or your family.
