The theme is that he defeats every opponent with one punch, not that he kills every opponent with one punch. There's plenty of enemies in the series he's beat with one punch without killing them. Sonic, Hammerhead, those two Tank top brothers...
Boros and Garou are the only exceptions, and that was only because he had personal reasons to draw those fights out. Boros he felt sorry for and with Garou, Saitama dragged it out so he could get Garou to admit how full of shit he was.
