Seems like necessary plot devices at the very least, since they're not adapting the entirety of their source. I haven't read any of the LNs myself, but from what I've read in the threads:
Chuu2 adds Touka because someone has to be there to support Rikka and to explain how her chuuniness isn't merely pretension
Dekomori's probably their best original, not only is she the most fun character overall but her relation with Rikka and Shinka really adds to the whole story. Maybe to show that you can just be chuuni for the sake of it. Also made the second season bearable enough.
Kumin is there probably because they don't what Sunohara to be all alone.
KnK, they added Sakura just to add a bit more to Mirai's background story. Her fight with Mirai, and how she's never gonna win even from the start was great to watch.
Ai is the most adorable fluffy thing KyoAni has made, but I didn't see her do much plotwise. Maybe they just needed an excuse for that great sixth episode.
PW, Ruru is almost Deko-like in importance, apparently in the LN the MC tends to go on tl;dr monologues so having her cut in his exposition short by acting in those short animated sections was nice to see. Also the last episode could not have been possible without her, they need to show some other avenues where these phantoms can come from. Besides she's fun to watch.
Lolibunny was there to show another theme of the show, the mind over the matter part. Probably why they made her head so prominent too. Anyways she's there because without her most of the stuff that Haru does or experience later on would look like it came out of nowhere, they needed some foreshadowing to show that these things are possible, so whatever that she's done early on, he managed to do it too.
