Index came first and that is how her character started out. Railgun is just her spinoff because she was a popular character. She was made a lot nicer and only kept the tsundere part when Touma made a cameo.

You're watching Misaka as she was originally written. She was originally just a side character in Index, it wasn't til the Sisters Arc that she got a real personality and depth, and that's sort of what inspired the science-side spin-off to be about her (she wasn't even the original pick to be the science side PoV character, but her popularity after the Sisters Arc sort of decided for him).
