Rome just wants to kill everybody because they're secretly being back by Joseph's family has their own super secret cult Who Wants To Rule The World by becoming mortal Gods by stealing the alien technology. All of this is somehow a giant International proxy war that nobody knew about except for each country's respective leaders and Joseph himself.
