A manga's "noticeably bustier than most of the cast" character tends to be a hit about as often as a miss. It's also not unheard for them to be best girl. Busty in pic related is the first example that comes to mind.
The biggest misses also tend to be opposite of Mitsuba. Namely, they're very submissive good girls lacking in any strong personality traits... in other words, boring.
Mitsuba is just a poorly written character stuck in a series overflowing with poorly written characters. It really sucks, because she's hot (manga Mitsuba, anyways; fujo staff downplayed her proportions in the anime).
