I just caught up with this last night after watching the first episode weeks ago. Such a shame it's not getting any attention. Easily the first or second best thing airing this season. I don't think I saw even one thread all season for this show.

Definitely. Great OST and I like how the series escalates to insane levels.
I don't want to be the guy who says "people are put off by the 3D animation" but that's pretty much the only reason I can think of, as the series is sort of dark edge youngsters these days eat in piles so I cannot think other reasons why it's so under the radar.
The girl may be cute, but hat man's wild antics are the reason to watch this show

I haven't read the manga, and "way too cold" is kind of subjective. He's pretty extreme in the latest episodes, but I don't think that's enough to reveal writer change, I think that his reactions are pretty logical reaction to the events.
But now that you mention, his character development could have gone the other way too. I don't know when the writer was switched, but the events at hospital seemed to imply him becoming more human and saving others illogically. I don't know.
