This isn't CGI. This 2d drawn over 3d and they have different style.
I just don't know why they have to use CG in the first place. It really isn't necessary or preferable compared to traditionaly animation when animators in the industry can do some great work by making it into a project of passion for themselves, like many did withOPM. I only bring that up to show that budget is no reason to resort to bad CG. One resorts to bad CG either as a stylistic choice or as a copout.
