Manga Yashiro was a guy who would stop at nothing to kill everyone and would never surrender and got a death penalty.
Anime Yashiro in the second timeline is the guy who was clearly conflicted. He tried to prevent a boy from wheeling himself over the ledge and sat in hospital for god knows how long watching the guy he tried to kill grow up in a coma. He also smuggled a weapon into the hospital and used it to shave him instead of slitting up Satoru's throat. He prevented people slandering Satoru by taking photos of him. It's like he rescued him from the car since he was the only person in that proximity and the anime doesn't offer any other explanation of how Satoru survived (however he's well considered enough in society to get close to him.)

There's this run of Doctor Who audios which deals with the morality of this. It features a character called Elizabeth Klein who is an especially clever Nazi woman who does have a sense of morality but still sees fascism as the ultimate good (especially after a series of events.) She keeps trying to restore her original time line but is thwarted.
As punishment for her crimes, she is supposed to be erased but instead her history is changed so she is no longer a Nazi. She is constantly haunted by 'the Umbrella man' because the Doctor - the time traveller - is constantly haunting her to make sure she hasn't reverted to the Nazi but she obviously can't remember doing anything wrong or anything to warrant this amount of supervision.
Satoru pulls the same thing here but to a lesser degree. He changes Yashiro's history until he no longer feels fulfilled by the act of murder without a rival. He meddles in a person's past and for them they'd never realise it. Heck, he could have tried killing Yashiro because he was certainly equipped with the foresight and there might never be any repercussions because he'd know what happens.
