They're originally a French thing.
Crepes are like really thin/ dense pancakes with filling. By themselves the are usually good, but with filling, they can taste good or bad depending on what you fill them with. There are two categories of crepes: dinner crepes (filled with savory meal things) and desert crepes (filled with sweet desert things).
the Japanese seem to really like rolling them in a cone shape and filling them with cream/ ice cream (this is actually a common combination). I think putting in too much cream makes them sickeningly sweet, but to each their own.
