I wouldn't say this. There are dark western shows like The Wire, Breaking Bad, Daredevil etc.
The big difference is
Japan = Experimental/Fantastical
West = Realism.
There are pros and cons on both sides, personally I prefer character writing, dialogue, character direction in western television because it comes off far more natural, but at I prefer the worlds, concepts, narrative etc of Japanese works and how they aren't tied down meaning they can explore a lot more themes.
