It would need a consistently strong force stationed with frequent relief brought in from smaller bases with the volume of pirates that go through randomly. The Marines seem stretched fairly thin across the world outside Headquarters and even the other strongest bases in the series shown have just one vice admiral who isn't always around. There were a million different ways to handle that situation in such a way that it would cause the Tontatta to flourish.
