That may be true but with the way Araki has been building Damo's past with Josefumi and Kira I feel like even if there is another person or group that cultivates the fruit, Damo is the main antagonising force so far. The way he speaks also implies that he isn't taking orders, especially how in this chapter he changed the objective from recovering the Rokakaka to killing Kira and Fumi. I feel like if there was someone above him he'd be more reticent to change orders, especially over something as seemingly important as the Rokakaka. I feel like he's definitely the leader of the Rock Humans (at least this team anyway) and that members of other teams won't be as involved. We're further into JJL than most people realise I think, and introducing the main villain this late seems like a bad move to me. I feel like Joubin will wind up as the main villain but Damo will be a thorn in both his and Josuke's sides until he's eliminated. If Damo has a superior I feel like he won't be as relevant to the plot as Damo is. Only time will tell though, so it's all speculation. I still don't know if Yotsuyu is meant to be the flashback guy or not. They have similar hair and faces even though the coloured versions have flashback guy as blonde although he looks decidedly black haired. They might even colour Yotsuyu as blonde, that'd be fucking awful actually.
