They were working on the Anime Bunko OVAs around the same time as F/Z. Ufo may focus on one TV show at a time, but they do a lot of work on the side too.
People overestimate their scheduling practices but really, it's no worse than the average production. A lot of shows get rough around the edges later in their run, and even having a split-cour format doesn't do much to alleviate that problem.
