Because it's exactly what fujoshi like: material in which the male characters are canonically straight or "normal", so that they can fantasize about them being gay and doing "immoral" acts (ie, the forbidden). Fujoshi tend to only view homosexuality as a kink or fetish because they think it's hotter when it's forbidden, but whenthe characters are actually gay it limits the amount of creativity for the fans. I wouldn't mind. But it's not that it would be bad, it's because they neuter their market by doing that. There are probably young girls or women that enjoy these anime that aren't into BL and by confirming the characters to be gay might turn them off. Where as if they just do light teasing fujos get their homoships, the girls who want to fug the character can still enjoy their fantasies, and all of it is done with relatively low effort through something like adding a character blush at another character or give them a couple intimate scenes that could be interpreted a s gay or not.

If the choice is between shitty yaoi series with canon gay or homoerotic subtext in a good series, the latter is obviously superior. If they could make a decent series with a proper plot and then include a romantic subplot between men it would be fine, but that doesn't usually fly in Japan. Good writers who want to sell are better off sticking with subtext if they want it to be mainstream and not stuck in BL magazines.

I don't think it's that simple. Sports anime like Haikyuu or Kurobas are published in the biggest magazine with the strongest competition, they're obviously going to be better than regular BL series which are mostly just focused on romance and aren't that high quality. I can't imagine fujos complaining if, say, Hinata and Kageyama became canon, but that's not going to happen for a WSJ series. On the other hand, they're in WSJ because they're appealing characters in the first place so they're kind of stuck between a rock and a hard place.
