Archer and Shirou are supposed to be hard counters for him, because they can perfectly mirror his swordspam, and even overwhelm it with their infinite swords.
Therefore, anything Gil can overwhelm with Swordspam, so should Shirou and Archer too... but Nasu bullshits that supposedly their spam only works on Gil because reasons.

Their swordspam is much more limited than Gil's. They're limited by what they've personally seen and recorded in UBW and UBW has a much higher cost to use. They can't sword spam outside of the reality marble, and the reality marble has a high upkeep cost. They can spam decently while it's in effect, but their spam isn't nearly as good. They're limited in high quality conceptual counters that Gil has in his vault and they're on a time limit to boot.

As far as I remember, Gil can usually rape any normal servant simply because he not only has the original weapons that most Noble Phantasms were based on, he also has weapons that can be used to counter them. The point is that he can pick and choose from GOB the hard counter for basically any servant.
Archer/Shirou can only beat him within UBW simply because they aren't completely reliant on any one weapon. If one sword doesn't work, they can just project another and another. If I remember correctly, in UBW Shirou could project a sword just a slightly bit faster than Gil could take the same sword out of GOB. So, in a battle of pure attrition, Shirou has a slight advantage as long as Gil is retarded and doesn't Ea immediately.
Any normal servant can normally wreck Shirou because they are masters of their craft and Shirou is just a dude who swords really well. Shirou never really masters any one sword or style, since that basically is pointless when your best move is projecting a bunch of different swords. So these legendary heroes using weapons they've achieved greatness with can easily rape Shirou. Archer, on the other hand, can normally hold his own because he has more experience, has that sugar momma thing going with Gaia, and doesn't really have his ideals holding him back.

For Gilgamesh, it's not his life that he values, but what he modeled his legend on. The reason he didn't want to use Ea was because if he'd done so against an inferior opponent, he wouldn't have been able to face the heroes who'd beaten by Ea.
And yet, when he was unable to draw Ea against Shirou, Gilgamesh was clearly defeated in this Holy Grail War. Conversely, had he managed to draw Ea in time despite his hesitation, it would've been a heavier burden for Gilgamesh to bear than death.
