Maybe its because there's no levels, but all the spirit warriors tends to have different powerlevels even if they are of the same evolution level. Grottomon was fairly strong compared with other human spirits, both duskmon and mercurymon were OP as fuck in both of their spirit forms, and the other two bad warriors were simply as strong as the good warrior counterparts.
That or simply the good spirit warriors started at level 1 and leveled up through the battles as they legit got better the longer the series went and Kaisergreymon and magnagarurumon started weak against the royal knights and eventually managed to overpower them after a series of battles that saw them gradually become better at dealing with them

Spirit Digimon seem to have more dynamic powerlevels than most so they can get a lot stronger that would be expected over time since don't have direct evolution up from there.

I'd say Double/Fused Spirits are on par with Low range Ultimates whereas as the Hyper Spirits would be mid range Ultimates. Finally Susanoomon is at least Omegamon tier.
