I think it's been pretty good. What were you expecting? Well, then you should bear in mind when judging Koyomimono that it's an adaptation of a bunch of short side stories which, (other than the last two, as that previous anon mentions in >>139007393,) were only meant to be supplemental material, with no major plot or important development happening. It's just extra stuff. Probably one of the main reasons it's being released the way it is streaming to a free phone app.
If the last two little chapters weren't so heavily plot relevant and important, I doubt it would have been animated at all. There are several other little side stories that never got done by SHAFT and likely never will. They just couldn't skip Koyomi because those last two need to be covered before Owari 3 and on.
If you feel like Koyomimono has been lackluster compared to the earlier installments, blame Nisio for making it this weird chunk of optional supplemental material with major plot points slapped on to the tail end, not the anime industry as a whole.
I do agree with you though that the anime industry is in a rather bad place at the moment, but that's a whole other can of worms.
