Either you can beat the sole superpower US by being the 1st or you die trying during catch-up.
Because, even if you are stronger than all of your neighbors, you will never fight them individually one vs one, but always all of them together in addition to the US, who is, by natural law, always out to prevent the hegemony of another peer competitor no matter where.
That's the mechanics of real-politik, which doesnt apply to small and dependant countries, who can live as the coat-tails of stronger powers and who can enjoy luxury of leaning back and enjoy the life as a vassal.
