Also makes perfect sense in universe: After being defeated by Kuzan in Long Ring, Luffy exherted his brain with new wacky ideas, and he showed up at EL with the gears ready, one of those was G3 where he inflated his bones (escentially tubes), so its just natural to think that while he was developing these techniques, he tought of inflating his muscles, but he probably ended too bloated to use his strenght, and only after learning haki he could implement this gear. Headcannon, but one that makes too much sense.

It is sort of a commentary on the problem that arose with super saiyan 2's advanced form. Sure they got stronger but they lost a ton of speed. As far as luffy's power continue to advance its not surprisingly though that one of his forms is a bit goofy. Luffy's silhouette becomes radically different which conveys how significant the transformation is, and the pseudo-tattoo thing with the partial haki coverage is a neat visual effect. The big upper body communicates that there's been an increase in power, and Luffy's face gets a bit meaner to make him look more intimidating.

Luffy used his blood and his bone as a power up before, this time he uses muscle which makes him so big and strange looking. The haki tattoos don't do much for me but haki is a dominant part of the New World and the series now.
I like it in that he doesn't just tap some unexplained power force, his "spirit", etc., he builds off of his previous power ups and it's still related to his body, even if it's exaggerated (it's a shonen series so whatever in that regard).
It also has a humerous side effect in that he can't stop bouncing, which is fitting in that Luffy isn't opposed to being goofy if it will help like with his Mizu Luffy form.
I'm not a huge fan of it and naturally the anime butchered it but I can understand and enjoy it in the manga. He now has something to compete to bridge the gap between him and the strongest people in the series like the Yonko and Admirals.

and while he couldn't put down Doflamingo (which was pretty ridiculous), while he was in it Doflamingo was utterly helpless whereas he previously was in complete control and not in any danger to Luffy. Gear Fourth was obviously in part a showcase of Luffy's radical evolution from a kid with potential into someone who can challenge the New World.
I don't know how you could think Gear Fourth isn't the clear upgrade Luffy will improve to fight against the strongest opponents. It's only been used once and it has room for growth, especially with the side effects.

During the flashback when Luffy mentions to Rayleigh that Kong Gun didn't do anything to a creature he attacked, Rayleigh says he should come with something else as Gear Fourth is too harsh on his body.
It's then showed that Luffy ignored this advice and used an even more exteme technique while in Gear Fourth.
Luffy is still hurting his body even if he seems to have Gear Second under better control. This seems to still be a very real issue.

I have a lot of problems with gear 4 but none of them are related to the design.
For one, I just don't like transformations. Now we're in a position where if a fight ends without Luffy going Gear 4 we can't take the opponent seriously, and if it does seem like a serious opponent we know it's not going to end until we see gear 4. Gear 2 didn't have this issue because he was pretty much constantly in gear 2 whenever he was in combat after he learned it. It was effectively just a stat increase moreso than a new mode in terms of how it was handled in fights.
Secondly, some of the moves are just stupid. But Luffy didn't need geppo. I don't want to see this series go airborne. Sanji was enough. It kinda bothers me that Luffy VS Doflamingo ended in an aerial battle between two characters who really had no need to ever go airborne in the first place. And what the fuck is happening with Python? Is he releasing spurts of air from his skin to change direction? The move doesn't make sense.
Lastly, it seems to invalidate gears 2 and 3. Gear 2 was fast enough to hit Doflamingo, but not powerful enough to hurt him. Gear 3 was presumably powerful enough to hurt him as he always dodged it, but it wasn't fast enough to hit him. Gear 4 is both fast enough to hit him and powerful enough to hurt him (while also giving him stupid shit like geppo and python). It kinda makes gear 2 and 3 pointless. I liked that gear 3 was a sidegrade and not an upgrade. Gear 4 should've been a sidegrade as well.
Finally, running out of haki was fucking contrived. Like that was genuinely retarded writing. You might argue that the haki expiry exists to balance it out with gears 2 and 3, but there HAD to be a better way.
Air compression is clever, that's pretty much the only positive thing I can say about how gear 4 was implemented.

Eh, I'd argue that 4th Gear is Luffy's ace in the hole. Considering he can't maintain it very long, it's his all or nothing mode (which used to be 2nd gear)
I wouldn't say it invalidates 2nd and 3rd gear however. Luffy can punch super fast in 3rd gear now, and passively activate 2nd gear without needing to take a stance, as well as combine the two. 4th Gear offers more mobility and recoil but beyond that it seems more of a way to get hits in, rather than increasing his power by the same merit of 3rd gear. Hell, his finishing move needed him to go into 3rd gear to give it extra oomph.

It makes sense for what his power does. Expanding his muscles like he did would be all droopy and his body wouldint hold form and he would just be a pile of muscle but once he learned haki he could solidify a form. Not only does the haki hold his form it alos protects him from haki attacks as well with his already expanded muscles he can absorb phyiscal impact making him practically immune to any physical attack. These abilities complement his design hence why he is called bounce man plus being able to do so much with the power of rubber is crazy i would have never thought of this kinda shit. This is improving luffy as a whole l character wise. This form just shows you the endless possiblities of what a man made of rubber can do.

However, regardless of your opinion of one piece, its quality is consistent. The difference in quality between the best and worst arcs isn't that much, and every arc has important developments, something that even short series often fail at.
side note: there's a bunch of meme'ers that insist that One Piece has gone to shit since TS, though this seems to be a loud minority. And even these fags have shut up since the start of the current arc, which, in my opinion, already has the potential to match or top the 2 most popular arcs.
Additionally, there is still something to be said about One Piece's popularity: unlike, Twilight, there are no major figures in the anime industry that have ever attacked One Piece or expressed disgust at its success (in contrast, Stephen King has publicly insulted Twilight and 50 Shades - in addition, Twilight and 50 Shades bring up as much criticism and hate, if not more so, as much as it does praise). One Piece's success is not controversial; the only people who dislike or hate it are those that are either put off by its length and/or simply aren't that into adventure and world building. There are also the more shallow reasons like dislike of art style, characters, goofiness, etc.
So sure, success on its own doesn't equate to quality; but very few franchises of any kind attract this kind of popularity without being accompanied by dissident opinions - and I think this is noteworthy.

One of the main criticisms of One Piece is its formulaic structure: go to island, do shit, party, go to next island. I consider this argument as invalid as "it's too long". How fucking else would circumnavigating a planet work? I'd like to see these faggots go to a scholar of Grecian literature and tell them The Odyssey is shit because "wow, it's just one island after another."
One Piece is unpredictable. Sure, it's a given that Luffy will find One Piece and somehow change the world. It's a given that the WG will fall. It's a given that no strawhat will die, at least until near the end of the series. But killing characters isn't the only way to be unpredictable (though I'll point out that few people expected Ace to die).
